WHY FACILITY CONTROL

FCL PACKAGE SUBMISSIONS SHOULD NOT DELAY YOUR CONTRACT

DCSA data shows 70% of FCL packages are rejected on first review, cycling through an average of 2.5 rounds before acceptance. That rework cycle costs contractors weeks they don't have. Facility Control helps eliminate the avoidable errors that put you in that 70%.

ISI has helped hundreds of defense contractors prepare FCL packages. That experience is embedded in every step of the workflow, so the guidance reflects what DCSA actually expects, not just what the documentation says.

THE PROBLEM

WHY MOST FACILITY CLEARANCE PACKAGES GET SENT BACK

For most contractors, the FCL process is slow, manual, and error-prone. Common challenges include:

Governance documents that do not align with submitted artifacts
Corporate governance documents often contain critical details that are not consistently reflected across FCL artifacts. When ownership structures, operating agreements, or bylaws are not fully aligned with submitted materials, DCSA reviewers must request clarification or corrections, delaying approval.
Missing or inconsistent beneficial ownership and control information
Incomplete or inconsistent disclosure of beneficial ownership and control is one of the most common sources of FCL delays. Even minor discrepancies across documents can raise questions about transparency and trigger additional review.
Incomplete or missing KMP information
Key Management Personnel details are among the most scrutinized elements of any Facility Clearance package. Missing roles, incomplete personal information, or KMP listings that don't align across submitted documents are a frequent source of DCSA clarification requests and resubmissions.
Unresolved FOCI Indicators

Foreign Ownership, Control, or Influence issues that aren't identified and addressed before submission can halt the review process entirely. Without a pre-submission assessment, applicants often discover FOCI exposure only after DCSA returns the package — adding weeks or months to the timeline.

ORGANIZATIONAL CHART THAT DOESN'T MEET DCSA STANDARDS
DCSA requires a clear, complete organizational chart depicting the full ownership and control structure of the applicant and its corporate enterprise. Charts that are incomplete, incorrectly formatted, or don't accurately reflect the ownership chain are a common reason packages are returned.
